From Komsomol construction to smart cities – the Melnichenko Foundation will restart Borodino, Nazarovo and Sharypovo

As part of the study titled "Comprehensive assessment of the current development level of the cities of SUEK's presence in the Krasnoyarsk Territory", experts of the Agency for Strategic Development CENTER visited Borodino, Nazarovo and Sharypovo. The initiator of this study was the Melnichenko Foundation. The study is being conducted in preparation for an Open Nationwide Competition for development of master plans for these cities. Interestingly, for the first time in the history of master planning, three master plans will be developed simultaneously, covering an industrial metropolitan area of three cities in the Krasnoyarsk Territory.

During the trip, CENTER specialists met with representatives of city administrations and community leaders, and discussed the problems of territorial development. The main ones are the outflow of young people and monospecialization of the economy. In addition, the experts conducted field work by inspecting key public spaces and visiting significant cultural venues and public amenities. Many of the sites are unique, for example, a drama theater in Sharypovo, a park named after Marina Ladynina in Nazarovo, and the sports and biathlon complex in Borodino.

In Nazarovo, Sharypovo, and Borodino, under federal and regional programs and with SUEK’s support, urban land improvement projects with modern pedestrian areas, recreation areas, children's playgrounds, and street art have already been implemented. Also, the premises and equipment in sports complexes, and buildings of regular schools were renovated and upgraded, and in secondary vocational education institutions, classrooms were provided with the latest devices and tools to train specialized professionals using modern education technologies.

But for effective strategic development of these territories, even more is needed. And this was confirmed by the seminar held on August 2 in Sharypovo. Residents talked about the vision of the future, the quality of life, the lack of public spaces, shortage of educational initiatives, and much more. There is a need to develop infrastructure and services that help create a positive image of the city among young people – from bicycle parking in popular urban locations to institutions training highly qualified personnel in professions significant for the cities.

In the Krasnoyarsk Territory, a network of fundamental cities has been formed, around which there are district centers and rural settlements. It is very important that economic life and jobs that are attractive to young, qualified people develop in cities. This requires urban development plans. It is both about preserving and expanding social comfort for residents and about the industrial and innovative development of the Krasnoyarsk Territory. The tasks are very complex and ambitious, but they can be completed with joint efforts.

Meetings with city residents and representatives of executive authorities were held in a constructive and business-like manner. The results of the field survey will help form key territorial development drivers and recommendations in the study.

Borodino, Nazarovo and Sharypovo are cities you want to return to. It is extremely important to find new development vectors for them to facilitate creation of an urban environment that is attractive to residents of various groups.

Nazarovo, Sharypovo, and Borodino are the territories of USSR-KATEK’s Komsomol construction site, which were actively developing in the past, but today need a fresh start and, sometimes, new meanings. Therefore, the master plans of these cities should create a new momentum for development of territories in the medium and long term.

The competition is scheduled to start on August 21, 2024. The best teams of the country, specializing in integrated land development, master planning and urban development, architecture, design, and creation of development roadmaps for public spaces, are invited to participate.
