Open Nationwide Competition for development of a master plan for the cities in the Krasnoyarsk Territory, Borodino, Nazarovo, and Sharypovo, has started

An Open Nationwide Competition has started, aimed at development of a master plan for three cities at once in the Krasnoyarsk Territory. On August 21, 2024, a press conference dedicated to this event was held at the INTERFAX press center in Moscow.

This competition is initiated by the Andrey Melnichenko Charitable Foundation, one of the goals of which is to support sustainable development projects in Russian regions. The master plans are developed with the support of the Government of the Krasnoyarsk Territory and the City Administrations of Borodino, Nazarovo, and Sharypovo.

For the first time in Russia, a master plan for three industrial cities at once – Borodino, Nazarovo and Sharypovo – will be prepared on a competitive basis. I am confident that Russian professional community associated with the design of urban transformations is mature enough not only to offer only one carefully developed solution, but also to prepare alternative options. Competitiveness and openness, as the main principles of organizing the competition, will allow residents, small and large businesses, and municipal authorities to choose the most effective option together, which, first of all, corresponds to their common vision of the future. The goal of the Andrey Melnichenko Foundation is to launch the master planning process and attract the best expertise. At the same time, we will support a local community of active citizens in each city who will participate in each stage of the work.

For modern Russia, this competition is unique not only because three master plans will be developed at once, but also because one of its objectives is a synchronous reboot of several cities in one region at once to achieve synergistic territorial development.

The master plans are based on the relationship between socio-economic development and spatial development strategy. They should take into account the specialization of the region, population distribution, and redistribution of human and production resources. Here, it is necessary to work primarily with residents, businesses, and government officials. This approach is especially important for industrial Siberian cities, which have clear economic and production ties as nothing else. I hope that the competition will demonstrate the experience and practices gained by Russian teams in the field of master planning over the past 10 years.

As part of the preparation for the competition, a study is being conducted to comprehensively assess the current development level of the cities and define a vision for their further development. Based on this analysis, the main needs of the cities, growth drivers and pain points will be identified, and recommendations for coordinated development of these territories will be developed. All the obtained results will inform the Terms of Reference for finalists. The author of the study was Agency for Strategic Development CENTER.

We began our study with a field survey and engaging residents in a dialogue about the vision of the future of their cities. The competition’s Terms of Reference will result from conversation between all stakeholders: the Foundation, the city, SUEK, the community, and the residents, who form the collective “commissioner” of change. The competition itself will be an open call and will give all those teams across the country, which today have gained joint experience and qualifications in the field of master planning, an opportunity to demonstrate their capabilities, to propose ideas on the open public platform of the Competition, and to become conductors not only of their own ideas, but also of the expectations of residents, which we carefully collect in our study, along with the rest of the basic data.

Professional organizations in the field of integrated development of territories, master planning and urban development, architecture, design, and elaboration of concepts for development of public spaces, and capable of attracting specialists in economics, finance, and content programming to the team are invited to take part in the competition.
