Agency for Strategic Development CENTER began working on a master plan for the Leninsk-Kuznetsky urban district up to 2040. The project was initiated by the Andrey Melnichenko Foundation together with the Administration of the Leninsk-Kuznetsky urban district. As a result, a comprehensive strategic planning document will be created, which will make it possible to set development goals and outcomes.
Agency experts will soon visit the Kemerovo region to familiarize themselves with the living conditions on-site and outline the growth direction of the territories to be covered with the master plan. These territories are the urban district of Leninsk-Kuznetsky, as well as the Leninsk-Kuznetsky municipal district and the city of Polysaevo.
Sergei Georgievskii, co-founder of the Agency for Strategic Development CENTER, outlined the tasks as part of the work on the master plan: "It is necessary to identify competitive advantages and promising growth centers, and understand what can best contribute to unlocking their potential. We will not just show the scenario and risks, but will propose specific solutions to systematically improve the quality of the urban environment, and present a list of priority projects for the socio-economic and spatial development of the district."
Working on a strategy involves two steps. First, the Comprehensive assessment of the Leninsk-Kuznetsky urban district development potential will be conducted. The second step is development of the master plan.
At the comprehensive assessment step, experts will analyze, among other things, the state of social and transport infrastructure, and the living environment. As a result of this work, there will be a vision of future development and its scenarios.
The master plan will contain the Vision of spatial development of territories, which will cover all spheres of life – from the economy (key investment projects) to public utilities, healthcare, education, culture and environment. At the same time, the indicative cost of implementing development scenarios will be determined, an economic justification will be developed, and sources of funding for the most significant facilities will be identified.
Tatyana Zhuravlyova, CEO of the Melnichenko Foundation, pointed out: "It is important to outline specific working steps to implement the future master plan in order to formulate a detailed roadmap. And also pay great attention to technical and legal review so that architectural concepts do not contradict the capabilities of engineering infrastructure. In addition, it is necessary not only to engage residents of the territories into development of the master plan of the district, but also to work with their expectations – to create councils of residents who will constantly participate in the planning process in all details, for example, determining the timing of implementation of the proposed initiatives. "
