On October 15, the first forum on the process of preparing long-term strategies for development of industrial cities will be held in Krasnoyarsk, at the headquarters of the Siberian Generating Company (144a Bograda Street, 6th floor, assembly hall). The topic of the event is "Master Plans of Siberian Cities: a Real Restart".
The forum will be attended by representatives of regional and municipal authorities, the largest companies operating in the cities for which master plans are being created (SUEK-Krasnoyarsk, Yenisei TGC), as well as experts in spatial development strategies – finalists of the Open Nationwide Competition for development of master plans for the cities of Borodino, Nazarovo and Sharypovo, Krasnoyarsk Territory.
The event is organized by the Andrey Melnichenko Foundation, which initiated development of master plans in a number of Russian regions, and Agency for Strategic Development CENTER, the operator of the relevant competitions, engaged in creation of master plans (for example, for Minusinsk and Leninsk-Kuznetsky).

Master plans have already been created for many cities, but now it is important to analyze how much this institution has changed since it first began to emerge in Russia. For the last two and a half years, we have been literally at the epicenter of transformation of this flexible tool – a master planning standard has appeared, and proposals for the legislative execution of master plans are being prepared. Therefore, it is important for key industrial cities to work on their creation as systematically as possible.

The program of the forum was formed taking into account the interest in creation of master plans that has risen after President of the Russian Federation Vladimir Putin instructed to develop 200 such strategic documents. As a result, educational and information initiatives on how to implement master plans are now in great demand, primarily on the part of municipal authorities. And the Forum will be a response to this demand.
At 11:00, the forum will open with welcome addresses by the CEO of the Andrey Melnichenko Foundation, Tatyana Zhuravleva, representatives of the authorities, business, and the expert community and will continue with a strategic session titled "What a master plan can give to the city". Master plan developers will also speak at the event. Topics for discussion include urban development scenarios, effects that implementation of master plans may entail, and investment models used in master planning.
At 13:30, the session "The Vision of the Future of Siberian Cities" will begin, at which the “Comprehensive assessment of development potential of the cities of Borodino, Nazarovo and Sharypovo, Krasnoyarsk Territory”, conducted as part of the Competition and forming an analytical basis for further work on master plans, will be presented for the first time. In addition, a preliminary vision of the development paths of Minusinsk will be discussed. The event will be attended by the heads of the cities: Alexander Veretennikov (Borodino), Vladimir Saar (Nazarovo), Vadim Khokhlov (Sharypovo), and Dmitry Merkulov (Minusinsk).
After the Forum, the finalists will go to competition cities with kick-off visits, where they will meet with representatives of the authorities, the expert community and residents, conduct a full-scale inspection of the competition territories and visit key sites, including city-forming enterprises. And a delegation of experts from CENTER will visit Minusinsk to further work on its master plan.
