The analytical foundation. How CENTER’s study will help to create master plans for three cities of the Krasnoyarsk Territory at once

Agency for Strategic Development CENTER presented the Comprehensive evaluation of development potential of Borodino, Nazarovo, and Sharypovo, Krasnoyarsk Territory. These are small cities in the south of the region with an economic specialization in coal mining and energy, which is planned to be made more attractive for life due to well-set priorities and calculated projects.

The presentation of the study took place at the first forum dedicated to master planning of Siberian industrial cities. The finalists of the Open Nationwide Competition for development of master plans for the cities of Borodino, Nazarovo and Sharypovo took part in the event. They are the primary audience of the study, since it will be included into the initial data that experts will receive for work.

The initiator of the Competition is the Andrey Melnichenko Foundation. Alexander Krasavtsev, Deputy CEO of the Foundation and Cities Department Director, spoke about the role of the study.

The strategic goals and objectives outlined in the study should develop into the principles of spatial development, which can then be translated into projects proposed by the finalists of the Competition. Without this link, the master plan will turn into a wish list and a set of isolated projects, while for a viable master plan, coherence is extremely important.

Development of the service economy and improvement of the social services quality, the cultural and leisure infrastructure and the urban environment are listed in the study among common objectives of the three cities master planning.

Also, a SWOT analysis was carried out for each city. The main common risks include aging of the residential and non-residential stock, deterioration of the engineering infrastructure, and an increase in the migration outflow of the population. For example, the population of Borodino has decreased by about 26% since 2001, and that of Nazarovo and Sharypovo has declined by 14% over the last 10 years.

The authors of the study believe that a number of urban problems can have common solutions.

Based on the results of the study, promising areas for coordinated development of cities have been identified. The first is spatial development: in follow-up of development of three master plans, it will be possible to collect a catalog of the best scalable solutions to improve the comfort of the environment of medium- and low-rise buildings, inclusivity, and the quality of transport and pedestrian infrastructure. The second is development of end-to-end projects between cities, such as networks of service economy enterprises (when support is provided to an entrepreneur who renders the same required service simultaneously in three cities). It can also be common socio-cultural projects, which are the same in terms of formats, topics, and complementary social services, when appropriate services in the field of education are organized in one city, and medical services in another one.

The study pays special attention to preservation of the industrial heritage of cities associated with the Kansk-Achinsk fuel and energy complex, their culture and individual positioning, which is based on the status of a "cultural capital", received by each of the cities in different years.

  • For Borodino, multilateral development in brand areas is important: "Borodino is the black gold of Russia" (the city is connected with the largest coal mine in Russia), "Borodino is the city of sports" (sports achievements of local biathletes) and "Borodino Field is the link of times" (the theme is supported by the Borodino History Museum, including as part of the alley museum).
  • Nazarovo preserves the value of memorial, historical, religious and industrial sites, combined into city tour routes, keeping the historically important role of the Chulym River as a key axis of development. An important vector for the city is to systemically shape its common cultural space through culture and leisure activities, such as the Film Forum named in honor of M. Ladynina.
  • Sharypovo's identity is associated with development of creative industries and the natural character of the lakes in the Sharypovsky district, and unique monuments of paleontology and archaeology, which form the basis for image-building festivals, including paleontological ones.

The results of the Competition will be announced at the beginning of 2025, after which Borodino, Nazarovo and Sharypovo will receive master plans describing specific key projects, including sources of their funding.
