With a rich historical heritage, Astrakhan Region and its capital set themselves ambitious goals, including those related to the complete transformation of the city. This solution is impossible without a master-plan. A Master Plan is globally accepted as the most effective strategic planning tool. It determines the priorities for the development of a territory, takes into account existing socio-economic factors as well as the tasks of spatial development and offers mechanisms to achieve the goals set. 

The study will be of a practical nature. Experts will analyze the socio-economic situation and main directions of development of the Astrakhan city, conduct a comprehensive assessment of the prerequisites for the development of the Astrakhan agglomeration, identifying the key areas of the territory, and propose the most effective development scenarios, taking into account its resource supply and areas of economic specialization. Agency for Strategic Development CENTER will work on the study initiated by "Airport Astrakhan" JSC and supported by Government of Astrakhan Region, Administration of the city of Astrakhan and "Novaport" LLC. It is planned that the study will be complete in March 2021. Its results will form the basis of the objective for the Open international competition for the master plan of the Astrakhan agglomeration, which is also due to start in March.

Astrakhan Region is a center of the Caspian Sea, which is a multinational and multi-confessional region. The region is home to almost 900 cultural heritage sites, 600 of which are located in the capital. Thanks to this, in 2010 the city was awarded the status of a historical settlement of federal importance.

Research stages:

1. Аnalyze the socio-economic situation and main directions of development of the Astrakhan city

 Comprehensive evaluation of development potential, including:

• identified problems and development constraints;
• the resource potential assessment of the development;
• promising directions of the development.

2. Analyze the socio-economic municipalities development included in the agglomeration, and the prerequisites for the development of the Astrakhan agglomeration

Anticipated result 

Comprehensive assessment of the prerequisites for the development of the Astrakhan agglomeration, including:

• identified problems and imbalances in the development of municipalities that are part of the agglomeration;
• the existing agglomeration links;
• assessment of the limitations and resource potential of the development of the agglomeration;
• competitive advantages of municipalities that are part of the agglomeration.

3. Determination of key directions for the development of the Astrakhan agglomeration and the model of agglomeration

Anticipated result 

Key directions for the development of the Astrakhan agglomeration, including:

• a list of problems requiring joint solutions within the framework of agglomeration development;
• key factors of agglomeration development;
• promising directions; integration of municipalities that are part of the agglomeration, allowing to achieve a synergistic effect;
• the main directions of the associated development of municipalities that are part of the agglomeration;
• agglomeration model.

4. Development of scenarios for the development of the Astrakhan agglomeration, taking into account the identified potential and promising areas of integration

Anticipated result 

Development scenario of the Astrakhan agglomeration, including:

• strategic goals and development objectives based on the results of a comprehensive assessment of development potential;
• measures to ensure the associated development of municipalities that are part of the agglomeration;
• an integrated assessment of the expected effects of agglomeration development;
• an enlarged list of recommended interrelated measures to ensure the development of the agglomeration;
• recommendations for attracting the necessary resources.
