Objective of the Competition 
Selection of the best master plan for the blocks of the Federal Territory of Sirius, implementing a development scenario for the territory considering the potential and promising directions identified.

Tasks of Competition

• Determination of conceptual scenarios for spatial organization and functional use of each of the competition sites
• Development of economically justified urban planning solutions that ensure a high quality of life and stimulate active creative and scientific activities for each sites
• Development of solutions for the architectural appearance and landscape-architectural organization of the master-planning sites

Participants
Professional organizations in the fields of the comprehensive development of territories and urban planning, master planning, architecture, and design which are capable of attracting specialists in economics, finance, and content programming to their teams.

Jury
Representatives of federal executive authorities, representatives of the Sirius Federal Territory, and authoritative and professional specialists in urban planning, architecture, and economics, including 3 international jury members.

Finalists
The finalists of the competition are the participants or consortia whose applications are ranked from 1st to 3rd place by the decision of the first jury meeting. The 3 finalists will develop competition proposals.

Winner and Prize Fund
The three finalists who pass the selection for the second stage will be paid a fixed award of 4,000,000 rubles, including all taxes and fees, before starting work on the final competition proposals.

Based on the results of the jury meeting, the finalists will receive additional payments in the following amounts:

• award for the winner—5,000,000 rubles, including taxes and fees 
• award for second place—3,000,000 rubles, including taxes and fees
• award for third place—2,000,000 rubles, including taxes and fees
