Оpen Nationwide Competition for the development of a master plan for the city of Yakutsk of the Republic of Sakha (Yakutia) was initiated by the Government of the Republic of Sakha (Yakutia).

The winner of the Open Nationwide Competition for the development of a master plan for the city of Yakutsk of the Republic of Sakha (Yakutia) has been determined on July 13 in Yakutsk.
The winner is the Consortium headed by Genplan Institute of Moscow (Moscow, Russia).
For the Russian Federation, Yakutsk should become the capital of the cryo-culture – Yakutsk’s unique way of living and its modern identity, distinctive and unrepeatable in other circumstances. The cryo-culture encompasses the authenticity of recreation, gastro-culture and tourism, architecture and urban landscape, aesthetics and design, logistics and economics; it is an important product for export at federal level.
For the rest of the world, Yakutsk should become the city with the best quality of living in the permafrost. To achieve this, the master plan integrates the provisions of the Decree of the Head of the Republic of Sakha (Yakutia) into a single system of strategic measures.
In terms of the layout structure of the future city a connected transportation framework that joins three main city exits via a bypass road and a half-ring road inside the city limits is going to serve as the basis for all project decisions. The proposition is to increase the interconnectedness between the city’s districts to open up new development possibilities.

Yakutsk is a city for human development. Taken together, the strategic priorities for Yakutsk’s growth are aiming to create the conditions that favor the development of the key asset of the post-industrial era – the human being – through a connected system of following components: high quality of living, efficient area management, competitive core economic branches, development of the non-resource-based export-oriented economy, and preservation of the environment for the future generations and the world.

The main asset of Yakutsk is its people. The project is based on the idea of developing as many unique scenarios of urban life as possible. A compact, polycentric and functionally diverse city should serve as a convenient place for interaction between its active residents, as well as for intensive expansion and modernization of all areas of activity.
The “Yakutsk 2032 – Phenomenon of the North” concept consists of three parts: the city with the best quality of living in the permafrost, a laboratory for northern technology development and a Yakut culture center.
The city with the best quality of living in the permafrost – a city that meets all criteria of sustainable development and makes the best use of its climate: new residential neighborhoods (territorial integrated development), Lena City, city’s channel ecosystem, a green frame.
The housing renovation program will transform Yakutsk and make it a comfortable place to live. Lena City is the new center of attraction in Yakutsk. It will include modern residential housing, a community center, a city embankment and Lena Park.
In the summer, Lena Park serves as a perfect place for strolling and calm recreational activities, and in winter, the park serves as a location for big city festivals. The system of city channels will be revitalized and become a linear park as well as the key component for the rainwater drainage system.
Laboratory for northern technology development – the laboratory is an integrated system of innovation clusters: an IT cluster, an education cluster, a medical campus, a science and technology innovation center, a construction cluster and an agricultural cluster.
Yakut culture center – creation of spaces for complex personal development and preservation of the cultural identity: a creative cluster, a mega production company, the Olonkho Center, and a tourist cluster.
